Paul Evans is a technologist, strategy consultant and writer. During his professional career he has held senior management positions at Young and Rubicam; EDS ; AT Kearney; and, IBM, where he was the founder and general manager of IBM's Multimedia Publishing Studio. Before joining IBM, at the National Science Foundation he conducted policy analysis and planning on U.S. science and engineering education policy and guidance in the selection and evaluation of NSF sponsored research. He also conducted analyses and prepared congressional studies on television, computers and e-learning; edited and published the NSF Databook; and, prepared congressional testimony and Office of Management and Budget reviews on funding for science and engineering education. He holds a doctorate in research, evaluation and psychometrics and he has served as visiting industry associate at the MIT /Sloan School of Business 21st Century Initiative; an industry representative to the MIT Media Lab; a business consultant at the Harvard Educational Technology Center; a National Academy of Sciences, Educational Technology Study participant; and, a consultant to the U.S. DOE in Educational Technology.
